USA Tax & Insurance Services, Inc. came to be from the vision of one man, Stephen R. Hand.
Over a period of 10 years, Steve became extremely successful in our industry, averaging $25 MILLION per year in personal production. He did this using marketing techniques, selling skills and office processes he developed and perfected during that time. However, the root of his success is his genuine desire to help clients have a financial future free of worry. This is the same thought process that led Steve to develop a program to teach other producers how to duplicate his level of success.
Steve had accomplished everything he wanted as a personal producer and was beginning to seek out new goals for his career. Many producers had asked for his advice, so he decided to devote his time toward helping others reach their own career goals. He took time off to write the Success Manual and create the Success Program, a training format designed to educate average producers to transform their businesses and become top producers. In just a few years, Steve has built USA Tax & Insurance Services, Inc. into an elite organization. His operation includes a talented staff dedicated to training and supporting producers in all areas of the business. USA has trained hundreds of producers nationwide and, collectively, they have written a total of $4 BILLION in premium since our inception.
Today, Steve strives to consistently help producers improve their businesses and maintain high levels of success. His primary focus is the creative development that keeps our firm in the forefront of marketing and production in our industry. He is consistently researching and developing new marketing ideas, tools and processes, and continues to lend his support to producers all over the country.

PAUL CARPENTER - PRESIDENT, THE NTR GROUP, LLC & MANAGING PARTNER, CORNERSTONES MANAGEMENT INSTITUTE
Paul is the founder and President of the NTR Group, LLC. The Non-Traditional Revenue Group was founded in 2001as a consulting firm with expertise in developing new revenue streams for companies throughout the United States, through training and marketing promotion. Paul has worked with companies including Procter and Gamble, Shell Oil, Burger King, Harris Corporation, BHDP, Retirement University and many more.
John and Paul are the creators of the Managing In The Zone™ workshop and online system of Assess, Assign, Action and Accountability designed to restore the balance of power between management and their workforce. This balance is the catalyst for improved Profits, Performance and Production. Their program combines a common language introduction, online education, day to day application, coaching and management. Together, John and Paul have formed Cornerstones Management Institute. In addition to the Zone, they design, develop and license custom training programs for companies around the globe.
JOSEPH SALERNO - SENIOR VICE PRESIDENT
Joe joined USA Tax & Insurance Services, Inc. in 2003 and quickly proved to be a strong asset to our organization, writing over $8,000,000 as a Top 15 Producer. Joe has taken on the role of trainer at Boot Camp and teaches producers in all areas of marketing, sales processes, goal planning and business development. He also conducts mentoring calls, monthly success calls and assists with recruiting. He is heavily involved with USA management in decision making, planning and the development of new training and marketing.
Joe came to us with many prior years of experience in the insurance and financial services industry, and obtained his Marketing Degree from the State University of New York.
PATRICK NICHOLS - VICE PRESIDENT • TAX AND TRAINING OPERATIONS
Patrick has worked closely with Steve Hand since 2000 and has been an integral part of developing USA Tax & Insurance Services, Inc. into the company it is today. He has personally produced and continues to manage a client base. In addition, Patrick works in many aspects of USA operations including producer training, tax preparation and creative development. He is involved in developing the content of training presentations and materials, and works with management in decision-making and developing strategies to further the success of producers using our business model.
Prior to joining the insurance industry, Patrick was in the Army National Guard for seven years, and has additional training in the areas of Criminal Justice and Business Management.
JOHN HARGARTHER- VICE PRESIDENT • TRAINING AND DEVELOPMENT
John is a proven USA producer that has joined our corporate ranks as a full time mentor, coach and now an integral part of our TotalSuccess™ Training Team. Born in Rochester, NY, and raised in Erie, PA, John attended Penn State University and later graduated from University of Southern Georgia with a Major in Marketing. After that time he spent three years serving our country in the U.S. Army. In 1978, he moved to Columbus, GA to sell life insurance and has now been in the insurance industry for 30 years.
In 1992, he moved to Florida and expanded his services by selling Medicare supplements and long term care insurance. In 2003, he discovered USA Tax & Insurance Services and has been a part of our organization ever since. John was a consistent Top 10 Producer until he decided to spend his time mentoring other producers, as a way to give back to the industry.
JOE KARSNER - ELITE LIFE TRAINER
Joe is the Founder and President of Joe Karsner & Associates and Karsner Tax Advisory Services, LLC. A lifelong Maryland resident, Mr. Karsner received his degree from Towson University, and currently lives and works in Gambrills, MD. Mr. Karsner has been in the insurance, investment and tax business since 1980, and truly understands the many nuances of the market. He began his career at John Hancock Insurance and Financial Services, where he was the regular recipient of many sales and customer service awards, including the prestigious “Number One Agent” award, which he won for 13 years straight, from 1986 - 1999. In 1999 he left Hancock to open his own venture, Joe Karsner & Associates. Mr. Karsner has been a member of the world-renowned Million Dollar Round Table organization for nearly 15 years, and was inducted to the “Top of the Table Club” in 1996.
Currently, Mr. Karsner is a member of the Baltimore Life Underwriters Association, The National Association of Life Underwriters and Advisors, The USA Tax and Insurance Company and the Strategic Coach Program. He is also a member of the West Anne Arundel County Chamber of Commerce.
